Professor Prosser was a Senior Policy Analyst in the Office of the Assistant Secretary for Planning and Evaluation, US Department of Health and Human Services, where he conducted research and policy analysis of various welfare, antipoverty, and human services programs for -low income families. Most recently, he worked on President Clinton's welfare reform proposals. His research interests include welfare reform and child poverty.
